SB2396: Public Employees -- Adds home addresses of public employees to the list of personal information that is confidential when in the possession of a governmental entity in its capacity as an employer and as such is not open for inspection by members of the public. -- Amends TCA Section 10-7-504.


SB2397: Lottery, Scholarships and Programs -- Establishes the "Helping Heroes Grant" to provide postsecondary financial assistance from net lottery proceeds to honorably discharged Iraq and Afghanistan veterans. -- Amends TCA Title 49, Chapter 4, Part 9.

SB2543: Taxes, Sales -- Exempts from sales and use tax materials bundled by the publisher with exempt textbooks and workbooks, when the textbook or workbook cannot be purchased separately from the bundled package. -- Amends TCA Title 67, Chapter 6.
SB2545: Taxes, Sales -- Exempts from sales and use tax book sales by nonprofit public library support organizations, if the proceeds of such sales are dedicated to public library use. -- Amends TCA Title 67, Chapter 6.
SB2550: Education -- Requires local law enforcement agencies to increase patrols around high schools whose students are at risk of being exposed to criminal activity before or after school. -- Amends TCA Title 49, Chapter 6.
SB2553: Sentencing -- Expands the enhanced punishment for drug offense committed within 1000 feet of school or park to five miles and provides that a person convicted of prostitution offense committed within five miles of school or park must serve minimum sentence imposed by court or 60 calendar days, whichever is greater. -- Amends TCA Title 39, Chapter 13, Part 5 and Title 39, Chapter 17, Part 4.
SB2554: Education -- Allows school boards to refuse to enroll or expel known gang members 18 years of age or older, unless such student is eligible for or receiving special education services. -- Amends TCA Title 49, Chapter 6.
SB2555: Criminal Offenses -- Categorizes the making of graffiti as a criminal offense punishable as theft of property. -- Amends TCA Title 39, Chapter 14.
SB2560: Lottery, Scholarships and Programs -- Establishes the Tennessee HOPE professional loan-scholarship program to enable persons 25 years of age and older who have already obtained an associate, baccalaureate, or higher degree to become teachers and nurses. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2561: Education -- Requires an LEA revising its policy prohibiting harassment, intimidation, or bullying, which was filed with the commissioner of education, to transmit the revised policy to the commissioner. -- Amends TCA Title 49.
SB2562: Education -- Requires the office of education accountability to update its statutorily required comprehensive study of Tennessee charter schools biennially. -- Amends TCA Title 49.
SB2566: Education -- Requires the commission on civic education to give annual reports to the speaker of the house and speaker of the senate. -- Amends TCA Title 49.
SB2567: Lottery, Corporation -- Requires Tennessee lottery corporation to use numbered balls in selecting lottery winners; excludes multistate and instant ticket games. -- Amends TCA Title 4, Chapter 51, Part 1.
SB2569: Lottery, Corporation -- Revises the commissions paid to lottery retailers from 6 1/2 percent of gross lottery sales to 9 percent of gross lottery sales. -- Amends TCA Section 4-51-115.
SB2577: Public Employees -- Confers tuition reduction eligibility on children of full-time employees of human resource agencies to same extent as children of full-time state employees under present law. -- Amends TCA Title 13, Chapter 26, Part 1.
SB2583: Education -- Authorizes LEAs to provide hearing examinations for children who are unable to pay for such hearing testing. -- Amends TCA Section 49-6-5004.
SB2589: Lottery, Scholarships and Programs -- Changes the home of record requirement for purposes of qualifying for a HOPE scholarship by dependents of members of the armed forces or the Tennessee national guard who do not reside in Tennessee immediately preceding date of application for a HOPE scholarship and who did not complete high school in Tennessee. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2595: District Attorneys -- Prohibits district attorney general from entering into plea agreement in criminal case where the defendant is a teacher and the victim is a student until it is reviewed by the attorney general and reporter. -- Amends TCA Title 8, Chapter 7.
SB2609: Education -- Authorizes special education services association to develop and provide training on the appropriate use of restraints and seclusion on special education students. -- Amends TCA Title 49, Chapter 10.
SB2612: Local Education Agency -- Grants local education agencies the same authority to manage property as granted to cities. -- Amends TCA Section 49-2-203.
SB2613: Education -- Requires each school, subject to appropriation, to have an automatic external defibrillator available for use in the school. -- Amends TCA Title 49, Chapter 6, Part 42.
SB2620: Child Abuse -- Extends the Class E felony offense of making false and malicious reports of child sexual abuse to include false and malicious reports of physical abuse against children. -- Amends TCA Section 37-1-413.
SB2629: Education -- Reserves the power to determine a teacher's fitness for reemployment for the director of schools. -- Amends TCA Section 49-5-511.
SB2631: Lottery, Scholarships and Programs -- Changes the home of record requirement from time of entry into military service to date of application for financial assistance for purposes of qualifying for a HOPE scholarship by dependents of members of the armed forces or the Tennessee national guard who do not reside in Tennessee immediately preceding date of application for a HOPE scholarship and who did not complete high school in Tennessee. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2642: Lottery, Scholarships and Programs -- Allows HOPE scholarship eligible students who enter ineligible postsecondary institutions after finishing high school to still be eligible for a Tennessee HOPE scholarship, if they transfer to an eligible postsecondary institution within 16 months of completing high school and meet academic, as well as, general requirements for the scholarship. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2647: Lottery, Scholarships and Programs -- Changes total semester hours for which a Tennessee HOPE scholarship may be received from semester hours attempted to semester hours attempted that have been paid for by net lottery proceeds. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2653: Drugs -- Authorizes random drug testing of students who participate in extracurricular activites. -- Amends TCA Section 49-6-4213.
SB2654: Pensions and Retirement Benefits -- Designates retired teacher member of TCRS board of trustees as a voting member instead of a non-voting member of the board. -- Amends TCA Section 8-34-302.
SB2655: Mobile Homes and Manufactured Buildings -- Increases number of modular buildings that LEA vocational-technical students may construct and sell without complying with the Modular Building Act from one to five per school per school year; removes limitation that such buildings be residential; corrects typographical error in statute. -- Amends TCA Title 49 and Section 68-126-310.
SB2660: Juvenile Offenders -- Requires children detained in juvenile detention facilities to continue receiving educational services; requires the commissioner of children's services to file an annual report on the effectiveness of educational services provided through the special school district to those children confined in youth development centers. -- Amends TCA Title 37, Chapter 1, Part 1; Title 37, Chapter 5, Part 1 and Title 49, Chapter 10, Part 1.
SB2677: Education, Higher -- Requires institutions with medical schools to disclose economic benefits and contractual relationships to the medical school, its faculty, administrators, and their families by any drug company, or medical equipment company or company dealing prosthetic and orthotic devices. -- Amends TCA Title 68, Chapter 1.
SB2704: Pensions and Retirement Benefits -- Allows, under certain circumstances, a retired member of the consolidated retirement system to return to service in certain year-round positions while continuing to receive his or her retirement allowance. -- Amends TCA Title 8, Chapter 36, Part 8.
SB2712: Taxes, Sales -- Increases from two to four the number of temporary sales periods in which a charitable entity organized to support a public or private elementary, middle, junior high, or high school may conduct sales without being considered a business for tax purposes. -- Amends TCA Title 67, Chapter 6, Part 1; Title 67, Chapter 6, Part 2 and Title 67, Chapter 6, Part 3.
SB2735: Pensions and Retirement Benefits - Authorizes, under certain circumstances, mandatory retirement and early retirement for campus security officers employed by the University of Tennessee system or the state university and community college system. - Amends TCA Title 8.
SB2736: Education -- Provides for distribution of city taxes levied for educational purposes in cities in which two or more K-12 school systems operate; fixes the boundaries of the Memphis City School System at the boundaries of the system as they exist on July 1, 2008. -- Amends TCA Title 49 and Chapter 30 of the Acts of 1868-69.
SB2737: Education -- Provides for distribution of city taxes levied for educational purposes in cities in which two or more K-12 school systems operate; fixes the boundaries of the Memphis City School System at the boundaries of the system as they exist on July 1, 2008. -- Amends TCA Title 49 and Chapter 30 of the Acts of 1868-69.
SB2744: Lottery, Scholarships and Programs -- Allows students failing to achieve the cumulative grade point average for continuation of a Tennessee HOPE scholarship a probationary period or periods during which such students may continue to receive the HOPE scholarship. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2751: Pensions and Retirement Benefits -- Authorizes, under certain circumstances, mandatory retirement and early retirement for campus security officers employed by the University of Tennessee system or the state university and community college system. -- Amends TCA Title 8, Chapter 34; Title 8, Chapter 35 and Title 8, Chapter 36.
SB2757: Schools, Home -- Changes definition of "home school student" by removing requirement that students be home schooled for two years prior to high school graduation. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2758: State Employees -- Authorizes retired state employees with at least 30 service years, in addition to present full-time employees, to attend one course per term, without tuition costs or fees, at a state-supported institution. -- Amends TCA Title 8, Chapter 50, Part 1 and Title 49, Chapter 7, Part 1.
SB2764: Education -- Expands the requirement that parents notify schools when a student is found delinquent involving certain crimes and details the procedure school officials must follow in response. -- Amends TCA Section 49-6-3051.
SB2765: Education -- Adds aggravated sexual battery and aggravated sexual battery of a child to the crimes of which a child's school must be notified when the child has been adjudicated delinquent involving such offenses. -- Amends TCA Section 37-1-131.
SB2766: Education -- Exempts from the requirements of the School Support Organization Financial Accountability Act school support organizations intending to raise or anticipating raising on average $30,000 or less in any period of two school years. -- Amends TCA Title 49, Chapter 2, Part 6.
SB2769: Basic Education Program (BEP) -- Requires funds to be included in the BEP classroom components to provide one reading coach per public school; requires LEAs to spend such funds for reading coaches. -- Amends TCA Title 49.
SB2770: Lottery, Scholarships and Programs -- Changes basis of calculation of collegiate cumulative grade point average from semester hours attempted to semester hours completed for the purposes of scholarship continuation and termination. -- Amends TCA Title 4, Chapter 51 and Title 49.
SB2773: Lottery, Scholarships and Programs -- Allows student whose parent relocates out of state on an employer work assignment for more than one year to be eligible for a Tennessee HOPE scholarship; provided that the parent intends to return to Tennessee at the end of the assignment and the student meets all eligibility requirements for the scholarship other than completing high school in Tennessee and residing in Tennessee immediately prior to application for the scholarship. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2775: Lottery, Scholarships and Programs -- Establishes free community college scholarship program funded from net lottery proceeds. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2784: Education -- Establishes the Tennessee Advanced Placement and International Baccalaureate Diploma Incentive Program to pay test fees for advanced placement and International Baccalaureate courses and to provide schools participating in Advanced Placement and International Baccalaureate Programs grants for equipment and instructional materials. -- Amends TCA Title 49.
SB2792: Local Education Agency -- Prohibits LEAs from submitting budget to local governing body that uses state funds to lower county school property tax rate, limit growth, or otherwise lower appropriations from the operations budget. -- Amends TCA Title 49, Chapter 2, Part 2.
SB2793: Local Education Agency -- Requires LEAs to pay at least 50 percent of health insurance premiums for all eligible employees; and directs LEAs' use of BEP "insurance premium" component. -- Amends TCA Title 8, Chapter 27, Part 3.
SB2798: Education -- Allows volunteer school personnel with proper training to administer anti-seizure medications to a student in an emergency situation in accordance with the student's individual health plan. -- Amends TCA Title 49, Chapter 5.
SB2799: Basic Education Program (BEP) -- Specifies that no local government may use state BEP funds to reduce local operating funds or reduce local taxes. -- Amends TCA Title 49.
SB2804: Education -- Permits the department of education, subject to appropriations, to establish a program of grants to LEAs for the development and implementation of differentiated pay plans to aid in staffing hard to staff subject areas and schools and in hiring and retaining highly qualified teachers. -- Amends TCA Section 49-3-306.
SB2805: Education, Higher -- Requires THEC to report annually to the education committees of the senate and the house of representatives specifically with respect to its duties under the Postsecondary Education Authorization Act. -- Amends TCA Title 49.
SB2807: Contractors -- Clarifies that subcontractors are responsible for obtaining criminal background checks on all employees who go on school grounds and that the requirement does not impose a new cause of action or create a new duty of care, or additional liability against persons required to obtain the background checks. -- Amends TCA Title 49, Chapter 5, Part 4.
SB2808: Lottery, Corporation -- Requires CEO of the lottery corporation to report quarterly to the commissioner of finance and administration the amount of prize money that became unclaimed prize money in the preceding quarter. -- Amends TCA Title 4, Chapter 51, Part 1.
SB2809: Lottery, Scholarships and Programs -- Creates the "lottery for education after school programs grant fund" administered by the department of education for deposit of excess lottery funds for after school programs and technical assistance; provided, that lottery-funded postsecondary financial assistance programs are fully funded; requires after school program grants to be three-year grants. -- Amends TCA Title 4, Chapter 51, Part 1 and Title 49, Chapter 6, Part 7.
SB2820: Criminal Offenses -- Creates Class E felony for person communicating death threat concerning school employee or student. -- Amends TCA Title 39, Chapter 13.
SB2828: Education -- Encourages LEAs to place automatic external defibrillators in schools; placement of such devices shall be within LEA's existing fiscal resources. -- Amends TCA Title 49.
SB2843: Education -- Specifies that teachers lose benefits of sick leave bank by submitting false medical information to sick leave bank trustees. -- Amends TCA Title 49.
SB2875: Scholarships and Financial Aid -- Requires department of education to develop and implement a college scholarship program promoting civic learning and good citizenship. -- Amends TCA Title 49.
SB2875: Lottery, Scholarships and Programs -- Creates the "General Assembly Civic Education Scholarship" funded from net lottery proceeds. -- Amends TCA Title 49, Chapter 4, Part 9.
SB2890: School Boards -- Prohibits construction of high schools with a student capacity of greater than 1,200. -- Amends TCA Title 49, Chapter 1; Title 49, Chapter 2; Title 49, Chapter 3 and Title 49, Chapter 6.
SB2891: Local Education Agency -- Allows student to attend the school closest to the student's residence, if the student so desires. -- Amends TCA Title 49, Chapter 6; Title 49, Chapter 1; Title 49, Chapter 2 and Title 49, Chapter 3.
SB2892: Election Laws -- Allows career service state employees to serve as election officials; requires state colleges and universities to create program giving credit hours to students who serve as election officials. -- Amends TCA Title 2; Title 8 and Title 49.
